Research Activity 9

Building RTOs for the future: insights and opportunitites

This research activity will implement information, diffusion, integration and change management strategies throughout the two-year research program and especially in its last three months. This will result in an improved understanding of decision-making and, consequently, provide RTOs, systems and individuals with an opportunity for improved decision-making.

Team

Leader: Professor Roger Harris, CREEW, UniSA. Team: small teams from all the consortium researchers, especially Principal Researchers

Research questions

  • What options, models and strategies from this program of research can inform strategic decision-making in RTOs?

Rationale

A significant feature of this Consortium’s research program is active collaboration with RTO partners and stakeholders to identify, evaluate and implement sustainable, creative and innovative approaches to capacity building. These approaches will then be widely shared across the sector and used as inputs for more long-term policy development by governments, industries, skills councils and other agencies.

The researchers recognise that a single, homogeneous approach to developing the capability of RTOs is neither possible nor desirable in the highly-diversified Australian context. Thus, this research activity is devoted to implementing information, diffusion, integration and change management strategies throughout the two-year research program and especially in its last three months.

Participating RTOs and the VET system will benefit from this research by:

  • obtaining an evidence-base on building the capability of VET providers and staff which can underpin on-going developments in policy and practice
  • having at their disposal useful capacity-building models and tools that reflect the variety of real-world constraints and possibilities of RTOs
  • gaining an active network of leaders within RTOs around Australia who are engaged in constructing and implementing new and improved practices that sustain capability building

Methodology

  • analysis of what options, models and strategies can inform strategic decision-making in VET providers
  • presentations at conferences, forums and workshops in various States/Territories throughout the research program
  • production and wide dissemination of quarterly newsletters
  • dissemination of key messages and important findings within a wide range of products via the Consortium’s website
  • a series of dissemination forums and workshops in a number of metropolitan and regional centres between September and November 2006, facilitated by small teams of Consortium researchers working in collaboration with local Associate Researchers and Key Linkage contacts. These will seek feedback on products developed and include some training of local personnel in the use of these products

Timeline

December 2005 - December 2006

Products

  • Syntheses of key findings from across the Consortium’s research program will be provided
  • Active network of leaders in various organisations who can assist in the diffusion and implementation of products within RTOs will be set up
  • Final integration report will summarise the key findings and outcomes of the research program
  • Short evaluation report will report on the process and outcomes of the research program overall
